EPA rejects Hu Honua permit

The states Clean Air Branch has been ordered to modify or re-issue an air pollution permit for the Big Islands proposed Hu Honua Bioenergy plant. Environmental Protection Agency Administrator Gina McCarthy ruled that the state failed to consider pollutants that would be generated by the start-up, shutdown or malfunction of the Hamakua facility that would generate electricity from eucalyptus trees and other plant
matter. The Clean Air Branch has until early May to draft a new permit. The current one will remain valid until then.

Hu Honua also faces legal problems with general contractor Hawaiian Dredging Construction, along with several sub-contractors and suppliers filing liens for unpaid bills. The company last week issued a statement announcing that Performance Mechanical Inc. of Pittsburg, California had become its new general contractor.

Hu Honua signed an agreement two years ago to supply Hawai`i Electric Light Company with power that it estimated would supply ten-percent of the islands electrical needs.
