New commander to take over at US Pacific Fleet

PEARL HARBOR, Hawaii (AP) A new commander is taking over leadership of the U.S. Navy in the Pacific during a partial federal government shutdown.

Vice Adm. Harry Harris Jr. will be promoted to admiral and then take command of the U.S. Pacific Fleet on Wednesday.

No programs will be passed out at the change of command ceremony in Pearl Harbor because Congress hasn't passed a budget.

The chief of naval operations would normally fly out for the event but won't because of the shutdown. U.S. Pacific Command commander Adm. Samuel Locklear will preside over the ceremony instead.

Harris takes over from Adm. Cecil Haney, who is leaving to lead the U.S. Strategic Command in Nebraska.

Harris was born in Japan to an American father and Japanese mother. He was raised in Tennessee and Florida.
