Hawaii House advances preschool bill, others

HONOLULU (AP) The Hawaii House is moving forward with measures to address the state's unfunded liabilities, create a preschool program through private-public partnerships and amend the state's renewable energy tax credits.

Hawaii lawmakers spent several hours Tuesday debating numerous bills in anticipation of a deadline this week. Lawmakers have until Thursday to vote on bills and decide whether they need to be debated in conference committees.

The House approved a bill to address mounting unfunded liabilities for employee and retiree benefits by creating a captive insurance company to manage risk. The state Finance Director has criticized the proposal as potentially ineffective.

The House also passed a bill to protect domestic workers from discrimination and one adding harsher penalties for animal cruelty.

The bills now go to the Senate for a vote.
