New laws going into effect

(Honolulu-AP) -- A number of new state laws take effect tomorrow.
A priority item for the Democrat-controlled Legislature is legislation to tackle crystal methamphetamine addiction.
It includes sending first-time nonviolent drug offenders to drug treatment instead of jail. The legislation resulted from an override of a veto by Lingle, who said it lacked sufficient law enforcement tools.
The measures tap health insurance for drug treatment and push public-private coordination on drug prevention and education, and provide 14-point-seven (m) million dollars toward the effort.
Another Democratic priority supported by the Lingle administration sets up the ``Hawaii R-x Plus'' prescription drug discount program. It for Hawaii families whose annual income is within three and a-half times the federal poverty level.
