Outside investigator considered in contract probe

HONOLULU (AP) _ State senators may call for an independent investigator to find out whether the Lingle administration's improper award of a hydrogen investment fund contract intentionally violated procurement law.
The Senate's investigatory committee is recommending an independent counsel because senators believe the state attorney general's office has a conflict of interest.
The attorney general's office represented several state officials during the committee's probe.
Democratic Senator Donna Mercado Kim has been leading the investigation of business and tourism director Ted Liu.
The investigation has been looking into whether Liu manipulated the procurement process to steer the contract to a favored bidder.
Liu denies doing anything illegal.
