City expected to be sued by low-income renters

HONOLULU (AP) — A group of low-income residents at a federally subsidized housing project plans to file a lawsuit against the city of Honolulu today.
The group Lawyers for Equal Justice says residents of the city-owned and -managed Westlake Apartments in Salt Lake have been overcharged hundreds of thousands of dollars.
An after-hours call to city spokesman Bill Brennan went unanswered yesterday.
The group says its clients were charged too much rent because city officials failed to recalculate "utility allowances" that offset utility costs.
It says the federally required adjustments haven't been done in more than a decade.
The group also says the city deceived the federal government by certifying rents had been calculated properly.
