State in talks to built $700M toll road

HONOLULU (AP) _ The state is in discussions with private developers to help finance, build and operate a 700 (m) million dollar toll road on Oahu.
The road could run from Kapolei to Honolulu via the H-One freeway and a double-decked Nimitz Highway.
The project would supplement the city's plan for a rail system and would follow a different route into Honolulu.
The state is looking for alternative sources of funding since gasoline revenues are expected to decline as more people use fuel-efficient vehicles.
Critics say they worry a private deal would mean giving up oversight of toll pricing, public access and law enforcement.
